2017年度巴黎备忘录(PARIS MOU)与亚太备忘录(TOKYO MOU)集中检查将 于9与1日到11月31日实施。本次CIC以保证“船舶航行安全”为主题,了解船舶与相关航行安全要求的符合性,以及船舶总体航行安全状况和参与航行操作 的船员适任情况。针对航行设备的检查始终是PSCO 检查的重点,以下是此次CIC 检查所涉及ECDIS的几个主要方面,PSCO会严格检查并确认船舶是否符合要求。现汇总相关的PSC检查报告,请船长与所有参与航行值班的人员参考并且予以重视。
一、船舶装有电子海图与信息显示系统(Installation of ECDIS)
1.船舶航行设备ECDIS的配备是否在船舶安全设备证书签注。
a.首先会确认SE 证书的有效性,签注的航行设备是否与实际一致。 b.核查船舶是否持有有效的ECDIS 型式认可证书。
c.货船安全设备证书(格式E)第3 部分
d.货船安全证书(格式C)第5 部分(如以货船安全证书替代货船安全构造证书、货船安全设备证书或货船安全无线电证书时)。
2、ENC/SENC 数据是否由官方认可的机构提供并且能够更新
a.ECDIS中使用的海图信息是否符合国际水道测量组织的标准的ENC/SENC,并对预定航程是足够和最新的。
b.对于一些在光栅海图显示系统(RCDS)模式下运行的ECDIS 设备,PSCO 应核实船上使用的光栅海图是否符合要求的RNC/SRNC。如果有可用的ENC而没有使 用,或者船上没有配备最新有效的纸制海图,都导致不符合安全航行的要求,导致船舶滞留。
3、ECDIS 是否有适合于预定航程的备份装置
a.ECDIS 后备布置可以是符合要求的电子设备或更新到最新的纸制海图。ECDIS 的后备布置所使用的海图信息对预定航程应齐全并更新到最新。
b.后备的ECDIS系统同样具备航路规划、航行监测等功能。
c.ECDIS 和后备的电子设备是否由主电源及应急电源供电,并且后备电子设备的布置供电线应当独立于基本的ECDIS 系统,应由不同配电板供电(主电源可以为两套系统供电但必须由不同的配电板分配)。

二、驾驶员的ECDIS培训和证书 (ECDIS Training and Certification for Deck Officers)
1.PSCO 将核查以下各项,以确认所有驾驶员的培训都符合要求
a.值班驾驶员是否持有符合STCW 公约有关ECDIS 的相关要求的培训证书。 b.驾驶员适任证书签注是否进行了操作ECDIS 的限制。
c.是否按照STCW/A-II/1 适任的方法和评价适任的标准,提供已达到所要求 的适任标准的证据(通用培训及熟悉培训证明)。
d.值班驾驶员是否熟悉ECDIS设备的功能和操作。驾驶员能否监视和调整下列
信息,包括:本船位置、海区显示、模式和定向、显示的海图数据、航路监视、用户创建的信息层、目标(当接入AIS 和/或雷达跟踪时)和雷达叠加功能(当接入时)。
e.核查驾驶员是否正确设置预防搁浅、临近物标和特殊区域的报警参数。
f.核查驾驶员使用ECDIS 时的情景意识,包括安全水域和对危险的临近程度、流向和流速、海图数据和比例尺选择、航路的适合性、物标探测和管理,以及传感器的集成性。
g.核查驾驶员是否熟悉电子海图的升级更新程序。 h.核查驾驶员航线设计能力。

四、航线设计和航线监控(Voyage Planning & Route Monitoring)
1.核查航线设计是否满足航行安全的要求。 a.航次计划是否是从泊位到泊位的。
b.航次计划制定是否应考虑以下内容:
○1 .船舶的状态和条件、稳性及其设备;任何的操作限制;
○2 .在海上航道和港内允许的吃水;操纵数据,包括任何限制条件;
○3 .是否有甲板货物,货物的积载和绑扎情况;
○4 .配备适任的且休息良好的船员负责航行;
○5 .航行中局部天气情况的影响,特别是的风、流情况对安全航行的影响。
○6 .航行中可用的避风港口或者锚地。
c.船舶是否制定了航次计划并得到船长的批准。
d.应确认航行计划已收集所有和计划航次/航路相关的信息,包括航海图书资料和其他航海出版物。
2.核查航线监控是否满足航行安全的要求。
a.如使用电子海图系统,确认已使用电子海图进行航线设计和航线监控,并且后备的系统也进行了相应的更新。如果使用纸质海图做后备计划航线也应清晰地 标绘在相应的海图上。
b.负责航行值班的高级船员对航次计划做出的任何变更都应清楚地予以标明 和记录。并且同时在后备设备中更新。
c.船舶航经特殊区域时,各种定位手段和定位频次是否都在航次计划中予以 明确。除了使用GPS定位以外,是否利用位置线等在ECDIS系统中进行手动定位。
