根据香港海事处最新发布的信息,2017年9月份香港海事处滞留了两艘船,
让我们来看看滞留缺陷,吸取教训。
第一艘船
集装箱船,2010年建造,ABS船级社,共5条缺陷,有且仅有一条滞留缺陷,滞留缺陷为:
SAFETY OF NAVIGATION: BRIDGE NAVIGATION LIGHTS CONTROL SYSTEM MALFUNCTION
驾驶台航行灯控制系统损坏
第二艘船
杂货船,日本船级社,共20条缺陷,5条滞留缺陷,被滞留3天
滞留缺陷分别为:
1、EMERGENCY SYSTEMS: ENGINE DRIVEN EMERGENCY FIRE PUMP FAILED TO START MORE THAN 10 MINUTES AFTER COMMENCING MANUAL CRANKING OF ENGINE. PLENTY OF WATER WAS FOUND IN THE FUELSUPPLY LINE.
应急消防泵10分钟之内没启动,燃油管线中发现大量的水。
缺陷依据为:S74-24/CII-2/R10.2.2.3 ; FSSC/C12;
2、EMERGENCY SYSTEMS: THE SECTION OF PIPE, WHICH LOCATED INSIDE ENGINE ROOM, FROM EMERGENCY SEA SUCTION VALVE TO EMERGENCY FIRE PUMP AT STEERING GEAR ROOM WITHOUT A-60 INSULATION.
应急消防泵吸入管线在机舱内,机舱内的阀门没有进行A-60包裹。
缺陷依据为:S74-11/CII-2/R4.6.3
3、ISM: CREW NOT FAMILIAR WITH REMOTE OPERATION AND RESET PROCEDURE OF EMERGENCY FIRE PUMP SUCTION VALVE. VALVE WAS FOUND SEIZED AT CLOSE POSITION DURING TESTING.
船员不熟悉应急消防泵吸入阀的操作,测试期间阀被卡在关闭位置。
缺陷依据应该为: ISMC/S6;
缺陷依据: S74-24/CV/R20; A.1052/Ch.2.3.7
5、ISM: SAFETY MANAGEMENT SYSTEM AS IMPLEMENTED ONBOARD DOES NOT ENSURE THAT THE SHIP IS MAINTAINED IN CONFORMOTY WITH RELEVANT RULES AND REGULATIONS AS EVIDENCED BY DEFICIENCY NO.1, 2, 3, 4, 6, 7, 8, 9, 12, 13, 14, 17.
(通过缺陷1, 2, 3, 4, 6, 7, 8, 9, 12, 13, 14, 17说明SMS体系在该轮没有有效的运行)。
缺陷依据:ISMC/S10;
整体看一台应急消防泵被判定3项滞留缺陷,一项S-VDR,一项由上述缺陷触发的体系缺陷。
